Finland had suggested a compromise proposal but France, Spain and Italy refused to back the option. The resulting non agreement between members means that Britain's "opt out" remains in place.
The "opt out" is not an option only for Britain, other countries could also use it. However, Britain is the only country to make widespread use of it.
The plans that have been around for sometime to merge the Healthcare Commission, the Commission for Social Care Inspection (CSCI) and the Mental Health Act Commission have been dropped from the Queens Speech. The mergers were due to take place by 2008. This will not now happen but could come back at a later date however.
